State moves to impound 94-year-old derelict vessel in Ketchikan

The Alaska Department of Natural Resources is moving to impound and destroy a 94-year-old vessel moored at Ketchikan's Bar Harbor South Breakwater unless the owner reclaims it within 15 days.

The Prince, a 63-foot boat built in 1930 by JW Menchions, is registered to James Bullock and carries Alaska vessel number AK 6716P. The state posted the impoundment notice on May 11, giving Bullock until approximately May 26 to either repossess the vessel or request a pre-impoundment hearing.

The action is part of the state's broader effort to address derelict vessels across coastal communities. The state has previously sold repossessed commercial fishing vessels, and tribal organizations have removed 1.5 million pounds of marine debris despite funding barriers.

Under Alaska statute 30.30.040, the state can impound vessels it determines are derelict. If Bullock or someone with a financial interest in the vessel requests a hearing, the department must conduct it within 10 business days and prove with substantial evidence that the Prince is derelict. Anyone requesting a hearing who is not the owner must establish their interest in the vessel.

If the hearing officer finds substantial evidence the vessel is derelict, the department can proceed with impoundment and disposal. Owners who fail to request or attend a scheduled hearing waive their right to challenge the action.
