State approves indefinite easement for Red Devil Airport runway zone

The Alaska Department of Natural Resources has approved an indefinite land management agreement giving the Department of Transportation and Public Facilities control over 8.82 acres of submerged lands in the Kuskokwim River at Red Devil Airport. The decision was signed May 13, 2026.

The agreement allows DOT&PF to keep the runway protection zone clear of obstructions that could interfere with aircraft operations, following Federal Aviation Administration design requirements. The state agency may construct bank armoring or a barge landing if needed, though no physical improvements are currently planned.

The application was submitted May 14, 2025, and underwent agency review from January 8 through February 10, 2026. No public comments were received during the comment period. The U.S. Army Corps of Engineers noted that federal authorization would be required for any future work involving dredged or fill material in navigable waters. The Alaska Department of Fish and Game stated that various activities on fish-bearing water bodies may require a fish habitat permit. The Department of Environmental Conservation identified an active contaminated site, the Red Devil Corporation Fuel Tank Farm, approximately 600 feet southwest of the easement area, requiring coordination if soil is disturbed.

The agreement does not restrict recreational or commercial activities on the Kuskokwim River. Fees for the authorization were waived because the state determined the agreement serves the public interest.

Affected parties may appeal the decision to the DNR Commissioner within 20 calendar days with a $200 fee.
