Alaska Railroad seeks bids for Seward freight dock expansion project

The Alaska Railroad Corporation is accepting bids through June 4 for a project to expand the freight dock at its Seward Marine Terminal.

The work includes construction using steel sheet piling currently stored at the railroad's Birchwood Yard near Chugiak. Contractors can bid on an optional item to transport the materials to Seward.

A mandatory pre-bid conference will be held May 19 at 3:00 PM Alaska time via Microsoft Teams. All prime bidders must attend this online meeting to remain eligible.

The railroad has scheduled two optional site visits for May 21. The first, at 9:00 AM, allows contractors to view the steel materials at the Birchwood Yard. The second, at 3:00 PM, takes place at the Seward Marine Terminal at 1001 Port Avenue. Participants must wear hard hats, safety glasses, and work boots. Those viewing the dock from the water side must wear personal flotation devices.

The project operates under federal permits from NOAA and the U.S. Fish and Wildlife Service for incidental harassment authorization under the Marine Mammal Protection Act. State wage rates effective April 1, 2026 apply to the work.
