State seeks public comment on air permit renewal for Trans-Alaska Pipeline pump station

The Alaska Department of Environmental Conservation is accepting public comments through June 5, 2026, on a draft air quality permit for Alyeska Pipeline Service Company's Pump Station 3, a crude oil pumping facility located about 200 miles north of Fairbanks.

The permit would allow the station to emit up to 1,659 tons per year of regulated air pollutants, including 202 tons of nitrogen oxides, 1,066 tons of carbon monoxide, and 358 tons of volatile organic compounds. The facility would also emit 138,202 tons of carbon dioxide equivalent emissions annually.

Alyeska applied for the operating permit renewal on July 29, 2025, as required under state air quality regulations. The department reviewed the application and drafted a preliminary decision to approve the permit.

The pump station is located at latitude 68 degrees 50 minutes 36 seconds north, longitude 148 degrees 49 minutes 40 seconds west, in Alaska's North Slope region.

Copies of the permit application, draft permit, and statement of basis are available at the department's offices in Juneau and Anchorage, and online at dec.alaska.gov/Applications/Air/airtoolsweb/AirPermitsApprovalsAndPublicNotices.

Written comments may be submitted electronically through the department's public notice website or by email to [email protected] and [email protected]. Comments must be received by 11:59 p.m. Alaska time on June 5, 2026.

The department will consider all comments before issuing a final decision on whether to approve or deny the permit.
