Alaska State Troopers arrested a 45-year-old Anchor Point man April 28 after he allegedly assaulted someone and stole their vehicle in the Tall Tree Avenue area.

Guy Foreman faces charges of first-degree vehicle theft, fourth-degree assault and driving with a suspended license. Troopers found Foreman with the stolen vehicle near Homestead Road in Happy Valley, a rural area south of Anchor Point on the Kenai Peninsula.

The incident began around 9:57 a.m. when Foreman allegedly physically assaulted the victim, causing injury, according to the Alaska Department of Public Safety. He then took the victim's vehicle.

Troopers located Foreman and the vehicle later that morning and arrested him without further incident. The arrest report does not specify how long Foreman had the vehicle or how far he traveled.

The driving while license suspended charge stems from a prior conviction on December 17, 2025. Troopers had previously stopped Foreman in Anchor Point on June 9, 2025, confirming his license was suspended at that time.

Foreman was taken to Homer Jail with no bail set. The arrest report does not detail the severity of the victim's injuries or whether medical treatment was required.

Anchor Point sits about 15 miles north of Homer on the Sterling Highway. Happy Valley is a small residential area along North Fork Road, southeast of the main Anchor Point community. Both areas are part of the southern Kenai Peninsula's rural communities, where neighbors often know each other and vehicle theft remains relatively uncommon.

The incident marks the second time in less than a year that Foreman has been cited for driving with a suspended license in the Anchor Point area. Alaska law classifies first-degree vehicle theft as taking a vehicle worth more than $1,000 or using it in the commission of another felony.

Fourth-degree assault, the lowest level assault charge in Alaska, typically involves causing physical injury or pain to another person. The charge is a class A misdemeanor.

The arrest report does not indicate whether Foreman and the victim knew each other or what led to the assault. No other suspects are mentioned in the incident.
